Your MEC has contacted the University of New Hampshire Survey Center (UNH) to conduct a phone survey of our membership. The purpose of the telephone survey is to assist in early preparations for contract negotiations. The survey will be followed in several months by a longer, more detailed web-based survey. Questions in the upcoming telephone survey will broadly address contract goals, expectations, bargaining power, pilot unity, contract enforcement, treatment by management, and union-related views. To help maximize our bargaining power for the next negotiations, your MEC and your Negotiating Committee feel it is very important to take a broad gauge of pilot sentiments at this time. If you are called by the University of New Hampshire, please take the time to share your views.
  • Calls will begin September 12th and end on September 25th (14 day calling period)
  • All calls will come from 603-397-0654
  • Caller ID on landlines will indicate “UNH Surv Ctr”
  • Caller ID on cell phones will indicate “NH Call”
  • Calling times are between 9am and 9pm (time zone appropriate)
  • Interviewing 600 pilots (randomly selected)
  • UNH will attempt to call you back if your sampling quota is not yet completed.
  • For HKG, calling times begin at 9am local time.
  • For CGN, calling times begin at 3pm local time. 
UPDATE ON KNOWN CREWMEMBER
We are pleased to inform you that the KCM procedural changes requiring a uniform for access through KCM will not go into effect this Wednesday, August 28, 2019, as previously announced. 
Yesterday, ALPA President Capt. Joe DePete issued a message to all ALPA pilots. If you have not had a chance to read his message, please click here. Additionally, you can continue to monitor updates posted on the KCM website. Please continue to be courteous and professional. If you encounter incorrect guidance or directives from TSA, please comply rather than risk fines or penalties. As always, we will continue to keep you updated as this issue continues to evolve.

FROM THE NEGOTIATING COMMITTEE
We have reached an agreement with the Company pertaining to the required one year "hiatus" in Paragraph N.3. (493) of the FDA LOA through the Ongoing Implementation Measures (OIM) provision in the FDA LOA. Paragraph N.3. states:
After a pilot leaves an FDA centered in an EU country, he may not be activated in that crew base for at least one year after the last day of his previous assignment, provided that he activates in another crew position based outside of the country in which the FDA is centered and he establishes a permanent, primary residence outside of the country in which the FDA is centered. This limitation shall not apply if the subsequent crew base at which the pilot is stationed is centered in a country in which the pilot has never been based as a FedEx Express employee.
Beginning with the September bid period, a CGN based pilot will now have the ability to use the German de-registration date as the start date of the one year hiatus. The Company previously used the day prior to a pilot's activation date into the new, non-EUR crew position. This change will provide for a sooner return to EUR for pilots so inclined. 
Please be aware that a pilot who receives an EUR crew position award after August 22, 2019, will no longer be eligible for the storage benefit if that pilot chooses to commute to the EUR base. Keep in mind that if you are currently receiving the storage reimbursement as a commuter, this OIM will not impact your current benefit.       
The agreement also provides that the 5 year limit on EUR assignments will no longer apply to a pilot who chooses to commute from the United States throughout the duration of his FDA assignment. For such a pilot, there will be no artificial limit on his or her tenure in EUR.

MESSAGE FROM CAPTAIN VIC TANSEY
Captain Tansey is planning for retirement soon and recently stepped down from his position as the Membership Committee Chairman. Below is a message from Vic that he asked to share with our membership. 
I have decided to step down as Chairman of the Membership Committee after serving almost 10 years.  August 15th was my last official day as your Membership Chairman. The past week, I was in the MEC office performing turnover duties with the incoming Chairman/Vice-Chairman. 
I have enjoyed my time serving as your Chairman. If you listened to my recent podcast, I highlighted the many accomplishments of this Committee. During my tenure, my committee briefed and signed up over 2,000 new hire pilots at FDX!  That is 40 percent of the total seniority list! I feel fortunate that I had the opportunity to meet and greet most of those 2,000 new faces at our ALPA New Hire Socials.
There is an OLD saying: “There is no I in TEAM.” This statement could not be more true. I have been honored to serve with many great volunteers over the past 9-plus years on this Committee. Most of them started out as junior first officers when they first joined this Committee—many are now captains!

FROM CONTRACT ENFORCEMENT: NON-FEDEX FLYING
What does the Collective Bargaining Agreement say about non-FedEx flying? Pilots shall not perform flying which will count toward his FAR regulated block hours or duty time limitations and shall not fly aircraft other than those operated by FedEx unless authorized by the Vice President, Flight Operations, or his designee. The one exception to this rule is flying for the military service of the United States.
Section 12.A.1. contains the applicable language.
A. General
1.  Flying (Non-Company)
     a.  This Agreement contemplates that pilots shall devote their entire
          professional flying service to the Company, except that nothing in
          this Agreement shall be construed to prevent a pilot from affiliating
          with the military service of the United States.
     b.  Pilots shall not fly aircraft other than those operated by the Company
          for hire or remuneration unless authorized by the Vice President,
          Flight Operations, or his designee.
     c.  Except for Company flight operations, a pilot shall not perform flying
          which would count toward his FAR regulated block hours or
          duty time limitations. This does not restrict a pilot who is a member
          of a military guard or reserve organization in the flying of military
          aircraft.

MENTORS NEEDED: TRAINING IN SEPTEMBER
The Membership Committee is currently seeking dedicated ALPA volunteers for their pilot mentoring program. The program's focus is to provide information, procedures and resources related to a career as a FedEx pilot, specifically during the first 12-15 months of employment. The intent is to assist new hires and to help them successfully navigate through their probation period. We are sure you would agree that having a mentor available would be a great resource to them as they learn the FedEx system form. As FedEx continues to hire, we will continue to need more mentors. We are seeking dedicated ALPA volunteers to become mentors.

MEMBERSHIP COMMITTEE WELCOMES NEW HIRES
On Tuesday, 20AUG2019, five members of the ALPA Membership Committee, along with members of the FDX ALPA MEC, had the pleasure of meeting and greeting our latest class of new hires.
We had 15 new hires in this class. They were assigned as MEM First Officers on the A-300, B-767 and B-757 and five HKG First Officers. Pilots came from Allegiant Air, SkyWest, Piedmont Airlines, Envoy Air, Cathay Pacific, Corporate Aviation, USAF, USMC, and US Navy.

UNION DUES AFTER PROBATION ENDS
We often get asked by our new hire pilots why there is a balance of dues owed when ALPA completes their dues reconciliation each year. As a reminder, if your probation end date is after the 15th of the month, your dues will start being deducted the following month. ALPA will attempt to reach out to each individual pilot regarding the amount owed or it will come out in dues reconciliation.
