In an ongoing effort to educate the membership, the Negotiating Committee would like to highlight modifications that have occurred as a result of CBA implementation phase completion. Implementation questions can be directed to FedEx-Enforcement@alpa.org or 901-842-2210 or 2211.

4.H.3 (Phase 2, Line 11 Implementation LOA) – Credit both Leveling and RLG

For reserve days removed for jury service, bereavement, or Association business the R-day value will be credited toward leveling and RLG for each day removed.

5.B.7 (Phase 2, Line 41 Implementation LOA) – Provide Cancellation Credit for hotel rooms

CBA Section 5.B.7 states, in part, “A pilot shall cancel any scheduled hotel rooms he does not intend to use. Credit for the cancellation shall be as provided in Section 8.C.2.h.”

CBA Section 8.C.2.h states, in part, “For all hotel rooms canceled by a pilot through CRS or other designated means at least 26 hours prior to the scheduled hotel check-in (i.e., in accordance with Section 5.B.7.), the Company shall credit $35 (domestic hotel reservations), or $65 (international hotel reservations) to that pilot’s HRC bank, provided, however, that the pilot actually operated the trip containing the canceled hotel room(s). HRC bank credits shall be available to offset allowable/reimbursable deviation bank expenses incurred during any bid period.”

The first point to consider is that the CBA stipulates cancellation when the pilot no longer intends to use the hotel room. Secondly, hotel rooms cancelled result in a tangible deviation bank benefit, without limit to totals or bid months used. Pilots that cancel hotel rooms may attempt to re-book hotel rooms previously cancelled when their plans change. If rooms are not available at the contract hotel, the CBA allows the pilot to use any hotel and expense the room, with a maximum reimbursement equal to the contract rate.

The FOX Expense system tracks hotel cancellation funds and displays available totals. Additionally, a pilot may submit a hotel bank discrepancy when a cancelled hotel results in no increase in the cancellation balance.

To view your Hotel Cancellation Balance, from the PFC homepage select the Flight Operations pull-down menu and select Expense Reporting. Select the Status Reports tab.

Selecting the Hotel Room Cancellation Bank Balance will display the following:

Total Accrued Funds refers to the total amount credited to the pilot for hotel cancellations ($35 per domestic room, $65 per international room). Hotel Room Cancellation funds will be reflected in the Total Accrued Funds field once the trip is complete. A pilot must actually operate a trip to receive these funds.

Total Allocated Funds refers to any portion of the total utilized on a monthly expense report.

Remaining Balance displays funds currently available for use.

The Accrual History and Allocation History of hotel cancellation funds can be viewed by selecting the respective icon.

If the pilot believes a hotel cancellation is not reflected in the total (a missing amount or an incorrect amount), a Hotel Fund Discrepancy should be filed by selecting the respective icon. Selecting Hotel Fund Discrepancy Status on the FOX Expense Status Reports tab will provide the pilot an explanation of the discrepancy status and any resolution.

Additionally, hotel funds used on specific reports and the available total can also be found at the bottom of individual expense reports, as the example highlights below.

Current Vacancy Posting - 16-01 (April 1, 2016)

Phase 4 implementation items may not be completed until May of 2017. As such, the current Vacancy Announcement 16-01, dated April 1, 2016, will not fall under the new CBA provisions for the System Bid Award Process, resetting Pilot System Bids, and Bidding for ITU training. Please bid accordingly. Crew position awards, the scheduling of required training, and any potential Passover Pay provisions are addressed in Section 24 of the preceding CBA dated February 28, 2011.
